Ethan is a public policy specialist with experience in policy analysis, development and evaluation. He works with government and higher education organisations on their most important organisational and public policy challenges. He uses a clear approach to solving problems and communicates complex ideas simply. Ethan has advised across policy areas including education and human services.

Influential work

  • Worked with universities to develop solutions to strategic challenges, including international strategy, introducing new products or offerings and improving student support services
  • Advised government executives on higher education, international education, research and innovation, including policy proposals for successful cabinet submissions
  • Assessed the impacts of COVID-19 and response strategies across international education, tourism, innovation and science
  • Evaluated and reviewed service readiness of human services reforms, including a Queensland program responding to domestic and family violence, a public housing transition and youth justice reform
  • Designed and delivered more than 25 evaluations and program reviews for government, university and not-for-profit clients, including assessing program effectiveness and impact.

Outside of Nous

Ethan previously worked at the Eidos Institute. a Brisbane-based public policy think-tank.

He holds a Master of Science in Comparative Social Policy from the University of Oxford and a Bachelor Arts (First Class Honours) in Modern History and Politics from the University of Southampton.

In his spare time Ethan enjoys watching cricket, playing golf and catching up on his favourite television programs.
