As a social worker turned public policy specialist, Carolyn brings a unique combination of the frontline perspective and systems-level thinking to her work. She has a decade of experience in social research and public policy in Australia and Canada, with a focus on regulatory design and improving quality in the delivery of human services. A skilled negotiator, Carolyn brings extensive experience supporting diverse government and industry stakeholders to agree and deliver shared solutions to complex policy problems. She served with the Canadian Navy for six years and has a keen interest in transformational leadership.

Influential work

  • Managed the quality improvement work stream throughout a major review of children’s services regulation, working with state and territory governments to agree and translate policy recommendations into legislation
  • Led development, testing, and implementation planning of streamlined regulatory standards for 15,000+ children’s services with a working group of senior officials from the state and territory governments and the Australian Government
  • Advised state and territory regulators on the implementation of 80+ complex policy and legislative changes agreed through a Regulation Impact Statement process across a diverse, nationally regulated sector
  • Led a review of outcomes and risk-based regulation across state and territory government regulators, with recommendations to inform the development of a national framework for risk-based regulatory intervention
  • Investigated drivers of quality in the Canadian regulated aged care sector, including the impact of programming options on patient and staff outcomes.

Outside of Nous

Prior to joining Nous, Carolyn managed complex policy and regulatory change projects for the Australian Children’s Education and Care Quality Authority throughout a period of intense regulatory reform. She has held a range of strategic policy and research roles across the education, childcare and aged care sectors in Australia and Canada. She joined the Royal Canadian Navy when she was 17 and served as a Naval Communicator for six years.

Carolyn holds a Bachelor of Arts (major in psychology, minor in behavioural science) from McGill University, and completed a research thesis on memory and learning with McGill’s Lab of Brain & Behaviour. She also holds a Bachelor of Social Work from St. Thomas University, and is currently completing a Master of Public Policy at the University of Sydney.

In her spare time...

After years of Canadian winters, Carolyn continues to be delighted by the novelty of running and swimming outdoors year-round in Sydney. She enjoys baking, especially cookies.
