Carolyn has extensive experience in the education, childcare and aged care sectors and combines strong interpersonal skills with a genuine interest in finding solutions to wicked problems. She has advised regulators, governments and universities across a range of areas including regulatory design, policy development, strategic planning and the implementation of complex policy and regulatory changes. Carolyn served with the Royal Canadian Navy for six years and has a keen interest in transformational leadership.

Influential work

  • Project managed a major work stream over four years for a comprehensive national review of the early childhood regulatory environment
  • Worked with state and territory regulators to develop, test, and implement streamlined regulatory standards for 15,000+ education and care services
  • Advised governments on the implementation of 80+ complex policy changes agreed through a Regulation Impact Statement process, including translating policy recommendations into legislation and preparing for the impact of changes across a diverse regulated sector
  • Led a review of outcomes and risk-based regulation across state and territory government regulators
  • Investigated drivers of quality in the Canadian regulated aged care sector, including the impact of programming options on patient and staff outcomes.

Outside of Nous

For the past four years Carolyn has managed complex policy and regulatory change projects for the Australian Children’s Education and Care Quality Authority as part of a comprehensive national review of childcare regulation. She has held strategic policy and research roles across the education, childcare and aged care sectors in Australia and Canada, and served with the Royal Canadian Navy for six years.

In her spare time...

After years of Canadian winters, Carolyn continues to be delighted by the novelty of running and swimming outdoors year-round. She enjoys baking, especially cookies.
