Jonathan specialises in public policy, strategic analysis and program reviews, with a focus on the vocational education and training (VET) and higher education sectors. He has led the research, analysis, modelling and consultation components of tertiary funding and financing, policy analysis, program design and delivery projects. Jon has worked with tertiary education and training providers to investigate levels of unmet demand, benchmark delivery profiles and market share, review internal and external projections, and identify opportunities for expansion and growth. He has a particular specialisation in international education.

Influential work

  • Developed international education strategies and market plans for government export agencies, study clusters, universities and registered training organisations
  • Led large-scale evaluations and reviews for federal, state and territory governments; including National Partnership Agreements
  • Reviewed the role and competitiveness of colleges, technical and further education (TAFE) institutes and post-secondary education and training systems; including analysing future skills needs, return-on-investment of training, equity of access, and niche markets
  • Advised government departments and agencies on funding and pricing reform, budget forecasting and the design of student entitlement schemes
  • Worked with universities, TAFE institutes and private tertiary education and training providers to analyse global, domestic and regional market opportunities to inform institutional and investment strategy.

Outside of Nous

Jon was previously a principal at ACIL Allen Consulting and a senior economic advisor at the Victorian Department of Premier and Cabinet. He also worked with Professor Ross Garnaut on the Garnaut Climate Change Review in 2008 and again in 2011 on issues relating to market failure, innovation and the electricity sector.

Jon is a director of Conservation Volunteers Australia, one of the largest environmental organisations in Australia and which works to attract and manage volunteers to participate in projects that protect or enhance the environment.

Jon holds a Bachelor of Commerce in economics and a Master of Public Health in health economics from the University of Melbourne.

In his spare time...

In his spare time, Jon juggles the joys of being a father of four. South-East Queensland is a large and picturesque playground that the Chew family has only just started to explore.
