Matthew combines a nuanced approach to research with insightful thinking and clear communication. A trained economist, his experience includes a broad range of public policy work, as well as business analysis, financial modelling, and human-centred design. He is pragmatic and deeply understands client problems and sectoral contexts. He has worked with clients from the private and public sectors across central government, human services, professional services, infrastructure, environment, industry and health.

Influential work

  • Undertook market research and product development for a social enterprise business model that enabled the company to decide its investment strategies
  • Worked with national business association to develop lobbying position and strategy that helped the client join and shape the public debate on structural reform in Australia
  • Delivered design-inspired fast policy sprints for government clients that brought key stakeholders, policy experts and service designers together to improve the operating environment for businesses in Victoria
  • Managed and delivered the development of Nous’ approaches to policy development, evaluation and reform, which are used with national and international clients to solve contemporary problems
  • Designed and evaluated a behavioural economics-inspired school education intervention that provided statistically-robust evidence to government on the program’s effectiveness.leadership development program for emerging education leaders in Victoria; involving extensive consultation with stakeholders, rapid design of multi-modal materials and development of a train-the-trainer module
  • Evaluated the current and desired culture of a large government department and articulated a series of strategic initiatives to assist them in their cultural transformation; including administering a large-scale cultural diagnostic, synthesising and analysing data, facilitating a series of engagement workshops and developing a prioritised transformation pathway.

Outside of Nous

Matthew’s previous roles have included delivering youth social services in the remote Northern Territory, leading his college’s student club, and advising on governance and financing for development and education sector not-for-profit organisations in Australia, Indonesia, India and China.

Matthew was educated in economics and politics at the London School of Economics and the University of Melbourne, where he was a Chancellor’s Scholar (Bachelor of Arts) and an Order of Australia Association Foundation Scholar (Master of Economics). He also holds a Diploma of Languages (Indonesian) from the University of Melbourne and Universitas Gadjah Mada.
