Raphael’s consulting approach combines strong analytical and interpersonal skills with innovative thinking. He brings a deep interest and enthusiasm to all his projects, and draws on his sophisticated stakeholder engagement skills which he refined working as a diplomat at the Australian Embassy in Korea. Raphael takes a structured approach to his work, and is committed to building enduring solutions by drawing out stakeholder knowledge and blending them with insights from international best practice.

Influential work

  • Supported a large Australian Government department to identify savings opportunities through a wide-ranging strategic review of departmental programs
  • Identified challenges and opportunities in the culture and approach to innovation of an Australian Government agency, setting a clear path for the agency to improve its performance
  • Was part of the team that supported ratification of the Korea-Australia Free Trade Agreement, navigating the complex dynamics of Korean domestic politics through engagement and negotiation
  • Advised large Australian businesses in Korea, providing assistance to clear regulatory and cultural hurdles, identifying local market opportunities, and helping to establish a forum for Australian and Korean regulators and companies.

Outside of Nous

Before joining Nous, Raphael served as a diplomat at the Australian Embassy in Korea. During his eight years at the Department of Foreign Affairs and Trade, he helped support Australia’s interests on a variety of high profile issues, ranging from Australia’s relationship with China to regional responses to irregular migration. Previously, he was an associate to a senior deputy president at the Australian Industrial Relations Commission.

Raphael holds Bachelor of Laws (Honours) and of Arts from Monash University, as well as a Graduate Diploma of Legal Practice. He is admitted to the Supreme Court of Victoria as a legal practitioner.

In his spare time...

Raphael enjoys Canberra and surrounds’ clean air and open spaces with his wife and their little boy; especially skiing and mountain biking. He spends too much time listening to podcasts on public policy and international relations.
